Well looks as most of the IP's have been lifted which wont make much need for the tweaker or PSOBuddy. How ever there wont be any updates for PSOBuddy unless there is an immediate fix that is to be addressed.
So please try to access pos2.jp from your web browser to test to see if you are now able to access it. If so then you can play PSO2 without either tools. Unless you want the tweaker to quickly patch the game content for you to English, then please check out http://arks-layer.com/ which have a great application that can do that easily for you.
